Solar Inspection in Austin: Utility Final Inspections and Health Checks for Existing Systems

“Solar inspection” means two different things in Austin, and people searching for one usually need the other. The first is the Austin Energy final inspection that a new or modified system has to pass before it can be turned on. The second is a health inspection of a system that is already running: the installer is gone, production has dropped, the house is going on the market, or a hailstorm came through. 1. The Austin Energy solar inspection (new or modified systems)

If your system is in Austin Energy’s service area, it cannot be activated until it passes Austin Energy’s final inspection. According to Austin Energy’s solar inspections page, the inspection exists to confirm the safety of the system, and it is requested by the solar company through the city’s Austin Build + Connect (AB+C) permitting portal. An Auxiliary Power electrical permit from Austin Development Services is required before installation, and if the project also involved an electrical service repair or upgrade, that permit has to be closed before the final solar inspection can be scheduled. Austin Energy emails both the contractor and the homeowner when the inspection is requested, scheduled, passed, failed, and completed. The utility also offers pre-construction meetings, rough inspections for work that will be covered up, and pre-wire final inspections for homes wired for future solar. Where we come in: a failed final inspection, or a system that was installed and never inspected at all. Both happen, and both are more common when the original installer has closed. Because solar work is electrical work, corrections have to be made by a licensed electrical contractor, and the permit and re-inspection request have to come from one. That is what we do. We read the failure notice, fix the listed items (labeling, disconnect placement, grounding and bonding, conductor protection, rapid-shutdown function, whatever was cited), pull or re-open the electrical permit under our license, and request the re-inspection. If your installer disappeared between install and inspection, we can take the permit over. Austin Development Services has a defined process for that: if the original contractor can be reached, both contractors sign a Transfer Contractor Letter; if they cannot be reached or will not sign, the property owner files a Remove Contractor Letter and the new contractor re-purchases the permit under its own registration (Modify a Permit, Austin DSD). We are registered with the City of Austin and do this under TECL #35881. Two costs to know going in: the City charges a $76.23 re-inspection fee per additional inspection when cited corrections were not completed, the work was incomplete, or the site was inaccessible (FY 2025–26 fee schedule), and inspections are normally performed within about 24 hours of scheduling, sometimes 48 depending on inspector workload. We schedule through AB+C the day the corrections are done.

One caution: the Austin metro interleaves with other utilities, and the Austin Energy process does not apply in Oncor or PEC territory. We confirm the serving utility by address before we quote anything.

2. A health inspection of the system you already own

Many Austin homeowners searching this term are not waiting on a utility. They own a system that is five, eight, twelve years old and they want a straight answer about its condition. The usual triggers:

What the technician actually does in the two hours

An inspection is a sequence, not a list of features. Here is how a visit runs on a typical Austin rooftop system.

First, the numbers. Before climbing anything, we pull production history from the monitoring platform (Enphase Enlighten, SolarEdge, Tesla, Sol-Ark, or whatever the system reports to) and compare it with what a system of that size and orientation should have produced in Central Texas. If monitoring is dead, re-establishing it is part of the job, because without data you are guessing. We also look at the utility bill so the production number means something against your actual usage.

Then the equipment at ground level. Inverter or gateway status and fault history, firmware version (out-of-date Enphase, SolarEdge, and Sol-Ark firmware causes real faults, not just nags), AC and DC disconnects opened and tested, labels checked against what is actually installed, breaker and overcurrent sizing, and the condition of the conduit run from roof to panel. We look for sun-rotted wire jackets, water in boxes, and loose terminations, which are the things that start fires and trip inspections.

Rapid shutdown. We hit the shutdown initiator and meter the array-side conductors to confirm they actually drop to the safe voltage. A rapid shutdown system that has silently failed is invisible to the homeowner and a serious problem for a firefighter.

On the roof. String voltage and current on string systems, per-microinverter reporting on Enphase systems, optimizer pairing on SolarEdge. Module glass and backsheets, especially after hail. Grounding and bonding continuity across the racking. Every roof penetration and its flashing, because the warranty claim that actually happens on a solar system is a roof leak. Wire management under the array, which is where rodent damage lives.

Then the report. Same visit, in writing: what is failed, what is aging, what is fine, which items are covered by a manufacturer warranty we can claim for you, and a flat-rate price for anything that needs doing. You keep the report whether or not you hire us for the repair.

What is not included: panel cleaning, parts, and any repair labor are separate line items, quoted before work starts. Out-of-zone trip charges apply only beyond our core area (Austin, Kyle, Buda, San Marcos, New Braunfels are in-zone; Hill Country and north-metro carry a $150 trip charge). The $299 health inspection and the $395 pre-purchase inspection are flat fees for a written report and are not credited toward later work; only the $249 diagnostic carries the repair credit.

Questions Austin homeowners ask about solar inspections

How much does a solar inspection cost in Austin?

Our health inspection is $299 flat; the $249 diagnostic is collected when you book and credited 100% toward any repair or project approved within 30 days, applies whether or not the fix is billable, and is not charged at all if we cannot diagnose the problem; the orphaned-system rescue package is $595. A pre-purchase inspection for a home sale is $395, and a storm or hail assessment is $449. There is no charge to start with a remote review: upload a bill and app screenshots to the free solar evaluation and a licensed contractor will tell you whether a site visit is even warranted.

How often should a solar system be inspected?

Our practical answer: once a year if nobody is watching the monitoring, and immediately after any hail event, a roof repair, or a production drop the app cannot explain. A system with live monitoring and a normal production curve can go longer between visits.

What happens if my system fails the Austin Energy inspection?

Austin Energy emails you and the contractor with the result. The cited items have to be corrected by a licensed electrical contractor and a re-inspection requested through AB+C. If your installer will not return, we can take over as the contractor of record, make the corrections under our license, and close it out. The City charges $76.23 per re-inspection when cited items were not corrected, and inspections are normally performed about 24 hours after they are requested (up to 48 when inspectors are busy) — so the real timeline is how fast the corrections get done, not the inspection queue.

Do I need a solar inspection to sell my house?

No. Texas requires a Seller’s Disclosure Notice (Property Code §5.008, TREC form 55-0, updated July 1, 2026) covering defects the seller knows about — and the form itself says it is not a substitute for an inspection. Nothing in it, or in Austin’s code, requires a solar inspection at sale. But a buyer who asks for production data and a condition report will not get either from a general home inspection. A written pre-purchase inspection with 48-hour turnaround closes that gap and usually shortens the negotiation.

Can hail damage solar panels without breaking them visibly?

Yes. Micro-cracks in the cells and small glass fractures often do not show from the ground and show up instead as a slow production loss or a string that reads low. Our storm assessment documents the damage panel by panel so an insurance claim has evidence behind it.

My installer went out of business. Is an inspection still worth it?

Usually more so. The equipment warranties did not close with the company; what closed was the one party that was watching the system.
